Blanketed by thick smog, a thick layer of toxic foam floats on the Yamuna river in India's capital. This is a convergence of environmental failures of current and past governments. But despite widespread outrage and prime time and front page headlines, there's no improvement. Stubble fires, a major contributor to the smog these days, have crossed 42,000 in just the past 11 days, the highest since 2018. In Punjab, the biggest such polluter, there have been zero FIRs this year, compared to over 1,700 two years ago.
