"Absolutely. No doubt about it. Every developing country, and I am talking about global south, has a right to grow. Developed countries have reached a certain level of per capita income. Growth entails consumption and emissions... We have 17% of the world population and India's contribution to legacy carbon dioxide load, which has caused this rise in temp, is 4%," said Union Power Minister RK Singh.
